Main Goals and Objectives

· This position ensures that all local HR activities are in line and consistent with the needs of the business and with the Global Assignment Policy.
· This position is responsible for managing all aspects of expatriate employment, from pre-assignment through repatriation at all FAW-Volkswagen locations in China onsite, by supporting the application and implementation of the Global Assignment Policy in a fair and equitable manner.
· This position ensures the continuous analysis and development of FSE infrastructure at all existing and new FAW-Volkswagen locations in Guangzhou/Foshan.

Your Responsibilities

· Work closely with the local business unites and global assignment colleagues in WOB and Ingolstadt and other VW Brands to execute the planned/agreed assignments for all FAW-VW locations Guangzhou/Foshan
o Prepare EPA and obtain correct approvals for new assignees and assignment extension
o Follow up the status of the assignment preparation with regularly contact with Global Assignment
· Manage the administration of the international assignment relocations and related processes for all FAW-VW locations Guangzhou/Foshan
o Prepare and arrange for the expatriates the pre-assignment trip
o Personal dialog with the expatriates on pre-assignment trip about all assignment-related policies and processes
o Management and coordination of relocation with VW Logistics and moving company
· Work on the development, implementation and coordination of new global expatriates’ on-boarding and closing for all FAW-VW locations Guangzhou/Foshan
o Design welcome kit for on-boarding
o Conduct orientation for new global expatriates
o Inform company internal relevant units for on-boarding preparation with HR Notification
o Support expatriates with closing process and relocation to home country
· Manage the employment, benefits, compensation, relocation, and immigration issues for all expatriate employees for all FAW-VW locations Guangzhou/Foshan
o Prepare local working contracts
o Management of budget for international expatriates’ language training
o Management of global expatriates’ school/kindergarten budget
o Management expatriates’’ medical and accident insurance



· Manage in-house data storage, filing, expensing of assignment-related costs and administration for all FAW-VW locations Guangzhou/Foshan
o Update and provision of global expatriates information and data
o Regular and ad hoc reporting of global expatriates related data
o Ensure correct and timely payment of school tuition, Chinese training cost, relocation cost and visa application cost with SAP system
o Maintain HR personnel files for expatriates and update HR information in the files
· Improvement and monitoring of HR policy and workflow processes for all FAW-VW locations Guangzhou/Foshan
o Improvement of assignment-related processes (e.g. on-boarding and closing process, EPA process, relocation process etc.)
o Solving problem issues from clients together with Global Assignment, consistent with HR and Global Assignment policy
· Maintain international employees relationship with overall support on an assignees life cycle for all FAW-VW locations Guanguzhou/Foshan
o Manage ongoing assignment life cycle issues
· Control the whole application process of legal working papers, to guarantee the expatriates employment corresponding with Chinese laws and regulations, and to facilitate the settlement of global expatriates in China
o Coordinate with Global Assignment to prepare the schedule for application of working permit and visa
o Coordinate with visa agent to control the application process in line with the assignment schedule
o Supervise the visa-related administration (extension, police registration and visa information update in database and personal file)
· Liaise with Government regarding related expatriates employment policy to ensure the employment process for all FAW-VW locations Guangzhou/Foshan
o Keep contact with different authorities (labour authority, Chinese customs, foreign embassies, ministry for exit and entry control) to get updated information and required support from government regarding employment, residence and customs policies for foreigner
· Management of contracts renewal for external expatriates service together with purchasing department for all FAW-VW locations Guangzhou/Foshan
o Select medical insurance provider and execute insurance renewal
o Annual contract renewal for selected external agents for visa service, accidence insurance and Chinese language training
· Organization and management of assignment-related training and education for expatriates and their family members
o Organize Chinese lessons for local and global employees according to their budget and business requirements
o Liaise with Chinese language schools to ensure the quality of training courses and keep
o Support expatriates with international school selection, registration and withdraw



· Analyse and further develop FSE Infrastructure for all FAW-VW locations Guangzhou/Foshan
o Analyse on a regular basis the FSE infrastructure at all Volkswagen locations in Guangzhou/Foshan in the areas:
Housing
Schools
Health Services
o Reporting status of FSE infrastructure
o Develop and realize measures for further development and improvement of FSE infrastructure
o Contributing FSE infrastructure for new location and start up projects
Our Requirements:
Necessary education:
· College Education, MBA preferred
· German, Chinese (Mandarin and Cantonese) and English languague. excellent in speaking and writing
· Advanced skills and experience in data base mangement, SAP, Excel and Powerpoint

Working experience (in years):
· 3-8 years of International Human Resources Management Experience thereof 3-5 years professional experience in China
· Professional knowledge and experience in HR operations, HR services, Training and Development, Expatriate Management, Chinese labor and Immigration law and regulations
· Financial management knowledge and experience
· Project management knowledge and experience
